Promoting Environmental Responsibility

Pennsylvania knows the value of our natural resources, and that’s why we work hard to protect our environment. Our cutting-edge and far-reaching initiatives place us among the environmental leaders of the US. Our innovative programs allow us to address today’s most important environmental issues and promote sustainable and responsible economic development.

To further these endeavors, Pennsylvania has implemented dozens of innovative programs and initiatives that are designed to enhance the state's alternative energy portfolio by providing the capital, infrastructure and talent necessary to create and retain high-paying, highly-skilled technology jobs. Our state government is leady by example with 20% of its electricity needs coming from renewable energy sources. Industry strengths like the educated talent and business support offered by Pennsylvania provide fertile ground for the alternative energy industry to grow.

Alternative Energy Sector Incentives and Programs

  • competitive incentive packages composed of loans, loan guarantees, and grants offered on a case-by-case basis to renewable energy manufacturers located in the state by the Pennsylvania Department of Community and Economic Development;
  • over $20 million in annual grant money provided by the Pennsylvania Department of Environmental Protection for alternative energy projects;
  • Pennsylvania’s groundbreaking Alternative Energy Portfolio Standard requires that 8% of the electricity sold at retail in the state comes from renewable resources by 2021, including 0.5% from solar photovoltaics;
  • the Pennsylvania Department of Community and Economic Development offers low-interest financing programs, as well as access to capital markets through revenue bond financing to help manufacturers locate or expand in Pennsylvania.

In addition to the comprehensive assortment of incentives and programs supporting the development of the renewable energy industry, and the state’s highly-educated and qualified workforce, Pennsylvania provides companies with a strategic location on the east coast of the United States.

Wind Energy Supply Chain Initiative (WESCI)

Known for being a key leader in US wind energy, Pennsylvania continues to be a frontrunner in this important industry. As such, Pennsylvania is proud to announce the creation of the Wind Energy Supply Chain Initiative (WESCI). Designed to attract wind energy manufacturers and suppliers from around the globe, WESCI will help facilitate the creation of the largest wind energy supply chain on the East Coast of the United States.

With demand for wind energy components on the rise, our innovative initiative seeks to leverage Pennsylvania’s manufacturing expertise, skilled labor force, cutting-edge academic and research institutions, and advanced infrastructure to bring our state into the next era of energy production.

The Wind Energy Supply Chain Initiative will serve to attract wind and renewable energy firms through the development of a cooperative process between component manufacturers, qualified suppliers, and the Commonwealth. Together we will work to bridge supply gaps, increase capacity, and strengthen our position in the US renewable energy sector.

Pennsylvania
: The ‘Destination Location’

To further our goal of making Pennsylvania a top location for manufacturers, suppliers, and investors involved in wind energy, we are taking this opportunity to work with Original Equipment Manufacturers (OEMs) and suppliers to identify supply gaps, which current Pennsylvania suppliers can increase their capacity to meet OEMs’ production demands, and to connect qualified suppliers to available OEM opportunities.

Our Solar Share

Pennsylvania and the surrounding states - Maryland, Delaware, New Jersey, and New York - each have large solar photovoltaic requirements in their Renewable Energy Portfolio Standards. Our solar mandate, referred to as our 'solar share' is among the largest in the United States and will require the installation of over 970 MW of solar PV in the next 15 years.

This solar share mandate requires the following amount of electricity generation from solar photovoltaics:
